  1. In June 1972 Congress passed the Education Amendments Act, which established Student Loan Marketing Association, a government-sponsored student loan corporation. Funding for the association proved inadequate and increasingly difficult to obtain. Title IX of the act had much greater significance. It prohibited any educational institution receiving federal funds from discriminating on the basis of sex. Traditionally single sex schools or colleges, religious groups, military schools, and youth service organizations such as the Boy Scouts were originally excluded from this provision. Title IX forced many public universities to begin admitting women.
